Masteries aren't possible

You have quite a few problems with your Guide, so I would suggest changing a few of these:

Masteries:
(*) As the previous poster mention, remove your 2 points in Enchanted Armor (it gives you 5% on your BONUS MR and Armor). Even if you have 50 bonus MR and Armor with a full build, that's 2.5 bonus MR and Armor - and that's END game, early game you get nothing for it. Block and Unyielding is much better.

(*) Definitely put a point in Wanderer . You have 21 points in the tree already, there's absolutely no reason not to get it, it's very useful for supports.

Your vs champion section is not good:
(*) Zilean and Annie are not LOL. Annie for example has more range on the auto attack and out-trades you heavily if you come too close.
(*) Sona and Karma can push you out of lane if you go for poke poke poke strategy.
(*) Lucian is probably one of the worst champions to deal with as Lulu, he can provide insane damage early levels and is mobile. You go in for some harass at a bad time and you might find half your health missing.
(*) You put Nami and Soraka as high threats because of sustain, but Sona is easy?

- Runes aren't "whatever you feel comfortable with". You should always attempt to get the ones that best help you out, if you're trying to win the game that is.

- Early game you should NOT harass with Help, Pix! -> Glitterlance. I'm sorry but that's bad advice. First of all, if you do that, you'll be out of mana very fast, even with Spellthief's Edge. Second of all, Help, Pix! should be kept for your ADC and used sparingly. Lulu is very mana hungry so if you spam your abilities, you'll run out of mana fast, especially early game. Harass with auto attacks and just Glitterlance when you see a good opportunity.

Your information on matchups are kinda awful ...

Block + Unyielding > Enchanted Armor and either put 21 point into utility or go for something like 0/14/16

Calrify more what the early item build path looks like. What exactly to get after Sightstone etc.?
