Also, CDR caps at 40%$
but
Nashor's Tooth + Ionian Boots of Lucidity = 40% already
and with the talent SORCERY , there will total 44% CDR
and i will pick Clarity too for laying on the mid lane

My argument for WoTA supports the theory that, as an AP Caster, Orianna should not be on the front lines and should only 1v1 someone if she absolutely knows she can destroy them in one to two combos. In a team fight however there should always be someone in front of her. However, in your defense, when she has to get closer and attack, using a proc'd hit in my build or stacking up Clockwork Windup stats in yours, you can get taken out of a fight fairly quickly because you have to recall due to not having any sustain. Most of the time with WoTA you can stay in for a much longer amount of time because of the immense damage you are doing to the other team... not minions, which is good since you can devastate the other team by simply not going away. The extra 30 AP to the rest of your team can also help out quite a bit if you have another caster or hybrid build on your team.
Also, I disagree with you saying that she has to be using her clockwork windup to fully utilize her. Yes it is very useful... early to mid game and extremely late game... kinda, but just like any caster she should be in the back, constantly moving the ball around and raping face. If you have to go in and Auto Attack in order to get a kill then go for it. In fact, had the above game lasted another minute or so I was going to be buying a lichbane and I would have been sounding off 1100+ HP Auto attacks every 2 seconds. It would also be a big deal if you were doing an on hit build because then it would be even more useful, but it is not one of her defining/game changing features by itself.
No one build is perfect for any champ every time *notice the Boots of mobility I used in the above game*, but if you want clockwork windup to be a selling point then a full AP build isn't the way to go unless you throw a Lichbane in there as well so that you can show that she then does(91 Auto Attack + 730AP Lichbane Proc + (30 Clockwork windup Base + 146 based off of AP + 173 based off of 30% increase at 3 stacks) = (821 Attack Damage) + (349 Magic Damage) = 1170 TOTAL POSSIBLE DAMAGE in a single Auto Attack on an enemy champion. Please note however that Clockwork Windup does not proc on or build stacks off of turrets. Lichbane does however, so you can still go in and poke once every two seconds for 821 damage on a turret for a good quick final push...
If you want your guide to come to its "Full Potential" then you need to bring Orianna to hers. I would gladly sacrifice the magic resistance found in the Scepter for all of the perks I'm getting from Lichbane... wouldn't you?
