Jinx
I find that the less mobility you have, the harder it is to play against Jinx in lane. Thus, this is a very difficult matchup for Varus. If she is paired with a good engage/cc support like Morgana/Leona, Jinx can add to time you will be held in place, and you cannot out trade her. Best choice will be to take Q first and poke from a distance and get BF Sword as soon as possible. That may require farming under turret, as Jinx can poke really hard with her rockets, but will naturally push your lane very hard because of the area damage. Buy an extra Doran's Blade if you're having difficulty last hitting under turret.

NOTE: This build is going to be the most useful to you if their team has three or four tanks on their team, and will primarily help you late game. If you are facing a team with only one or two tanks and the rest are squishy damage dealers like Katarina, Fizz, etc, then stick with something like the C9Sneaky build.
