This AP build on Zeri is all about speed, we want to reach full build as fast as possible. Runes and items are a result of that.
AP Zeri requires a different kind of gameplay. You have to play around your W Ultrashock Laser, which is your main damage. Position yourself near walls, and keep a safe distance in fights, and only go in when you are sure that you and your team will win. The build is not only around the damage of the W, because we want to be able to lane, as well as dual people when the occation arrises. Your core items give very good performance of your Q and passive ability.
We start with Tear of the Goddess to get it fully stacked as fast a possible, for Muramana. During the whole game we want to proc our passive as much a possible, so we always "auto attack" after we have used our Q abilty. This is the way to stack Tear of the Godess, as well to put out as much damage as possible.
I go Dark Seal every game, and almost always end up buying Mejai's Soulstealer as soon as Dark Seal is fully stacked, or even earlier. This makes us vulnerable, but as I said earlier, we want to keep a healthy distance in all fights, and poke down the enemy from a distance. We will end up one-shot many enemies when we got a fully stacked Mejai's Soulstealer.
