It is a possibility yes, keep in mind tho that the odds are small that you are better than the mayority of players however. There are a lot of bad players, even at lvl 30, beating them wouldn't mean you are good per se.
If your guide is very informative however, I doubt anyone would complain :3

Look friend, I know you for some time from comments you drop on other people's guides and as far as I can tell from these comments, you lack experience (game knowledge) to write good, informative guides.
I can't tell what the exact guide will be like, but it is very likely that it will end up in something that only works pre-30 and without any informative content.
