What does MobaFire consider a Guide instead of a build like is there a certain amount of Chapters you need or what?

You need a full cheatsheet (that means fully spec'd runes, masteries, summoner spells and abilities) as well as a minimum of 5000 characters of body text. The 5000 character minimum includes BBCode characters.

Basically it just has to be long enough to be counted as a Full Guide.
