IIRC, they were always classified as that in the game's mechanics but they only showed them as that recently.
Also, Blue buff's "1% of your max mana per second" has always been MP5. It was just 5% of your MP as MP5 instead with 25 flat.
That's why Veigar+Chalice+Blue buff never runs out of mana. Ever.

I never understood why everyone hated chalice. Is it because of the "lol nob just manage ur mana" aspect? Especially since blue buff was nerfed now, I would think people might pick it up as a way to sustain mana costs and as an early item in lane to fight other casters.

I can't think of anything else that recovers mana over time though other than blue buff, and IIRC it already was affected :X If it wasn't though, maybe chalice is more viable now?
