He's trying to say that if you get someone extremely fed, I.E Mordekaiser he will rip through 5 people without any need of his team.
He's asking if anyone has any ideas on to how to prevent any champion (well most anyways) from getting so fed that the enemy team cannot stop them and that the rest of that team doesn't even need to do anything. In other words, make them actually have to co-ordinate and play the TEAM game rather than the SOLO YOUR TEAM game.

My suggestion: always have 1 or 2 exhausts in your team. Initially use them to stop the threat from growing. L8r use them for shutting down.
Avoid having lanes with 2 champs that needs to be carried early game.

Naturally, this means you can get ahead if you own your enemy hard enough.
If you get ahead, it should logically mean you're stronger then them.
If you're stronger, you should be able to win in outnumbered circumstances.
Getting fed means you should be rewarded with the means to end the game more quickly.
Riot's already tried to curb this by making feeders pay out less gold when on a death streak.
But, in the end, if your enemy sucks, you should be rewarded for doing well or capitalizing on their newbishness.
There's no way a direct restriction on fed champions would make it into the game.
How silly would you feel if you got fed as Tryndamere / Akali / Master Yi / Jax, but because of a specific feature, you still needed to wait around for your team who weren't doing as well?
I'd feel downright lousy and wonder why I'm playing such a game.

When a champion gets fed, it almost doesn't need the team, just for teamfights (that it can win alone, the team is there to take damage while it kills the enemies), free baron and dragon and warding.
I thought about a Forge, that every player had to pay to buy it, but the rest of the idea wasn't so good and would only make fed champions more stronger.
Anyway, does anyone has an idea?
