Plenty of people know how to play LeBlanc.
She's an Early-game burst mage assassin.
She's designed to kill people very easily early to mid game and snowball like crazy.
Everyone also knos LeBlanc starts doing worse late game because all her burst is single-target, not AoE. Making her less effective in big team fights.
How do you play someone like that? 1) Deathcap is top priority; triple Doran's Rings is often corollary. 2) Play on a early-game comp, focusing on forcing an early surrender and zone-out.
It's also been said (by a Riot designer) that LeBlanc will not be getting a tweak for her late game.
They've decided it is alright to have characters who are more effective early game and less effective late game.

Actually, it's just all the people who can play her - Don't.
LeBlanc stops being good the moment all the frontline turrets are down and people roam in groups.
Unless you're dominating so much that you have the enemy running scared, you stop having opportunities to single-target burst people.
Trust me, plenty of people do know how to play her, they just don't choose to once they understand her.
