TF can see everyone when using his ultimate, but his teammates can't. However, a good TF will ping where a nearby enemy is on the map after Nocturne uses his ult.

Well, it's still unconfirmed whether or not Destiny
reveals enemies for TF's allies.
But it's guaranteed to be revealed for Twisted Fate.
Nocturne's Paranoia
only cuts off allied vision. It doesn't cut off reveals such as Clairvoyance.
So, Destiny will not be suppressed.

to be honest, i'm not even sure it works for him during paranoia
when i last played twisted fate whenever I ulted nocturne would ult and I couldn't see anything, but i don't know if that is just me remembering it badly or it actually happens
