that's my humble guess.
from S3 preseason most of us already knew he was very good in the jungle, but jungle is not as good as laning, and i've seen people dare going to gank 15~20min in and having no boots whatsoever.

Basically it wasn't the nerfs. He just got phased out by better picks. That means that only baddies and people trying him for the first time play him. This leads to what I believe scientists call(and you can correct me on this if I'm wrong) A metric **** ton of losses.

Olaf was NOT phased out by better picked. Pretty much all of the season three changes benefited him, and he was a guaranteed pick or ban in pro play.
Hey might be overnerfed, but I doubt it. Any champion that gets nerfed is going to heavily fall in win rate, because people will try to do things that only pre-nerf olaf could do.
Either way, I would rather have him over-nerfed than have him be the way he was pre-nerf.

I don't actual recall any time when he was nerfed.

Q, W and R were nerfed, I can't recall exactly what on each (Q slow decays over tiem now, W I think has a higher CD, ult's passive armor and mres only exist while ult is activated now). I think I may be missing some stuff.
He is still viable, but as said above there are many bad players picking him or trying to do with him what they were used to. People just don't know when they can be the Olaf-Truck running for carries anymore.
