Doesn't look like it's the same issue. Are you able to see the runes tab properly at all, or just on a secondary build? I went through the same steps as the original issue from this post but wasn't able to replicate. This was also from the old runes system, so it does make sense that this would be a different bug.
Also let me know if you're editing on desktop or mobile and what browser you're using. Try disabling your browser extensions and see if that fixes the issue at all.
Edit: I looked up your guide and actually I think the issue is a lot simpler. The reason you don't see a fully updated draft is because you probably aren't viewing the draft directly. Use this link or click "View" in the edit screen of your guide to see your draft. You should see the runes there.
