You can get it fixed, I believe you have a good chance as public places are obviously used by multiple people on the same IP address.

Anyway you dont HAVE TO have the option to vote from those places, you have your own pc with your own ip etc.
This kinda gives out those places the right to spamvote.

As described in the rules above, if you contact a mod, you can have your account unlocked. This means that, your account only, can vote from any IP address regardless of the above restrictions. It still prevents you from making multiple accounts to vote from, but it allows your one legitimate account to vote freely on campus.
So there is a way around your problem :)

Dewo, that's making a lot of assumptions. Some students are actually socio-economically disadvantaged; no computer, no internet at home. As a pre-service teacher, I couldn't set homework that had to be typed up, as one of my classes had a lot of disadvantaged students who didn't have access to the internet/computers at home.
Hello, I created this mobafire account a while ago, and I'm unable to upvote any guides, it says that my IP is used too much, and I asked my brother about it, he said he had 2accounts but forgot both of their passwords and doesn't use them. Would it be possible to remove those 2accounts by checking my account and let me upvote? Because I feel that some guides are realy good, and the people are very nice, so it's kinda sad that I can't reward them with an upvote :( Please respond

Why did I get this message?
You got this message because the IP address you are attempting to vote from has already been used for voting by too many other accounts and has become locked to those accounts. This is a new system that has been implemented to help curb abusive voting.
What causes an IP address to get locked?
Every time someone votes on a guide, their IP address is logged along with that vote. When too many different users cast votes from the same IP address, that IP address becomes locked to those users. This means that they can continue to vote from this address but no one else can. This helps to prevent abusive voters from using open proxy IP addresses to repeatedly vote from multiple accounts. The idea is that there are only so many available open proxy IP addresses, and it will become difficult to impossible for abusers to find any that aren't already locked. However, honest voters that share a household, dorm or workplace with others should not be affected by this.

IP addresses of public places that are not actually proxies but can be accessed by many different people may still get locked. This could include internet cafes, schools, work places, smart phones or ISPs that do not provide static IP addresses.
You may have just connected from a public or dynamic IP that was already locked to previous users.

Yes! The best way around it is to just wait until you get home and vote from there. The majority of ISPs have static IP addresses and you won't have any problems. While connected from a locked IP, you will not be excluded from any other activities on the site, you will only be prevented from voting or giving reputation.
If you are at home, or this is the only IP address you can vote from and it is locked, you may request that we unlock your account. Unlocked accounts can vote from any locked IP address (following the other vote rules, that is an IP address can only cast one vote per guide).

If you are just going to unlock accounts anyways, what is the point?
We will not unlock accounts that have just registered and/or have no activity on the site. If an abuser does manage to get an account unlocked, they can still only vote once per guide. Additionally, any IP addresses they use for voting will become locked as well. This creates a pretty huge hurdle for them to get through before it has any real benefit. We also don't expect a very large amount of people to genuinely need their accounts unlocked, so it will be easy to keep a close eye on them.
That being said, this system is considered a trial. If we get too many complaints we may dial it back, modify it, or drop it altogether. We will see how things go! Feel free to let us know what you think of this system, and if you find it is preventing you from honest voting definitely let us know!
