Yea it's very difficult to rank items by efficiency and TBH efficiency shouldn't effect basic theory crafting by too much since all items are pretty unique in what they do. I find the main use for the item efficiency chart is in helping one determine item acquisition order or determining which item to drop/pick up when faced with a tough decision on which item to get. Lots of times it doesn't even matter if an item is inefficient or not, especially if that's the item you NEED.
Another nice thing about the chart is that it shows some of the items that aren't noticeably OP or UP until you see its efficiency. For example, Rabadon's Deathcap is seriously OP. If you farmed up the gold and you don't need the survivability too badly, Deathcap should be the first AP item you get. It pretty much gives you 730g worth of AP for free and it continues to give you .3 additional AP on all new sources of AP you get, giving you even more free gold. Compared to the original Zhonya's Ring, Rabadon's will give you over 1000 more gold in AP.
So yea item abilities and what they do should definitely be considered 1st and how efficient items are 2nd.

However, I need some feedback on these things:
1. I'm not sure I did the cost evaluation for Spell Vamp correctly. Currently I have it set at 15% spell vamp=330 gold, because that's how much it costs to upgrade 2 amplifying tomes into a hextech revolver. The problem is that 2 amplifying tomes cost 870 gold whereas the the stat value of AP is 1AP=20gold so on hextech revolver the 40AP would be 800 gold and the Spell vamp should(?) cost 400 gold. But it can also be argued there is a cost to combine 2 items into one. So my problem is, should I use 330gold or 400gold for the value of Spell Vamp?
2. Should I include Cooldown Reduction as a measurable efficiency stat? Because Riot introduced Kindlegem, I think it would make a fairly accurate measurement for the value of CDR.

yeah i looked at the old efficiency chart when making my items.
the recipe was 400 for 100 mana, 6 mr, and 10% spellvamp
mana and mr were easier, but that left 150 gold for 10% spellvamp

I "updated" that chart myself some time and now I put it on the LoL-forum and realized that it peaked nearly no interest there, so I'll try and see if anyone here would be interested in taking a look at it and telling me what exactly they think I made better/worse than in the original.
In the end I only made that spreadsheet for myself and ended up colouring that stuff, turning the item-effects into tooltips and adding the option to guess the values of penetration, CDR and MS based on quints.
Other than that you can factorize a stats usefullness: 1 as Standart and 0 for useless anything else depends on your own opinion. (like 0,4, because AP is ALMOST useless on Pantheon)
