The Double Morellon Builds

As title says, is Double still good? If no, what other options do I have to get the 40% CDR?

Nah. It wasn't that good in the first place, and with AP changes to items, those are much higher in priority.

It depends on the champion you're playing, but if you're playing a standard mage (lulu / ori / etc) you could
1) CDR boots
2) scaling cdr glyphs
one of those along with nomicon / athenes will get you around 30, and you can get the rest from ludens / blue buff / blue pot.

cdr boots + mr runes + 5% from masteries allows you to get 40% much much faster but have less damage from missing out on sorcs. It would also deny you the possible mercs buy if you weren't running scaling cdr blues

Mid lane meta overall right now is much more passive and forgiving, especially with TP usage and side lane emphasis, so most of the time you won't need MR runes as you'll be farming. There's not that much pressure on mid to need to win, although a mid lane that's ahead is always good.

Resistances on glyphs are honestly really useless right now. Go take a look at probuilds.net and see how many people are running cdr/lvl or ap/lvl

It's still better than going double morellonomicon though :P
You can also either run 3xScaling CDR or 6xFlat CDR + masteries and stay at 30%, and with blue buff you'd be at 40%.

EDIT: Or buy twin shadows. Personally I almost always change my boots for that item late game as a mage.

I don't think going all CDRs runes are good as you lack the resistance you need to survive early game. Then again, it's just my opinion.

This. 9xScaling CDR glyphs + 5% CDR from masteries + Morello = 40% CDR at level 18

To achieve the 40% CDR with Orianna I often get Athene's Unholy Grail and the Morellonomicon. You get 20% CDR with each and both are very strong itmes on Orianna.

morello(or athenes) + sorcery masteries + cdr boots = 40% cdr. This allows you to have mr runes. You could swap out the mr runes for scaling cdr and buy sorc shoes instead. Double morello build hasn't been popular for a while and the wasted gold on mana regen isn't too hot either

Double Morello hasn't been good for quite a while. Personally, I go with Morello and Athenes which gets you more than 40% cdr (viable for the season 6 stuff coming out) when i'm down or Morello and Mejai's when i'm kicking ***. The Mejai's and Morello build will only get you to 40%when you have all the stacks on Mejai's so use at your own risk. Don't ever use cdr glyphs, they take away from your resistances which is really important on any squishy. Another option would be the AP mastery Sorcery with 5 points in it, CDR boots and Morello/Athenes.
