internal consistency [e.g. matchup stability, threat conditions]
extrinsic criteria:
macro depth and complexity
external consistency [e.g. team synergy or counter potential]
contingencies / edge cases [e.g. unusual mechanics, persistent balance tilts]
note:
akali, kalista, katarina, lee sin, and nidalee likely merit being in fiendish tier on mechanical difficulty. however, these characters cannot play league of legends. akali and katarina
never could, whereas the other three once could, but have seen their kits fossilized.
