Ok, unpopular opinion but: doesn't scale that well anymore, she used to be most OP scaling ADC in game in seasons 5/6 but after addition of so much range/burst/mobility she became much weaker considering her low range comparing to // etc... Also scales insanely well, Idk what is he doing in lane bully tier, when hes really weak in early considering low based damage and no lethality.

If these are the minutes, you should watch just to 35minutes, cause everything after 35minutes is random based on the fact that everyone is full builds by that time. :)

I would not call everything that happens 35min+ a coinflip. Vayne being full build is HER strength (with Crit/true damage being any ties better than any lethality build), your arguement should be that the sample size would be too small when looking at 5 min intervals so late on the game. but I can dispute that by looking at all games at 35min+ and see that Varus is in fact the lowest win rate of all ADCs and Vayne being second only to Twitch.

all around a good tier list except a few champs, yasuo isn't a late game monster, more like the best 2 item powerspike, so defo not S+ tier, also jhin scales really well because of his passive and can get insane attack damage in late game, so he also deserves a better spot imo, and idk what were you thinking when u put samira on lane bully, she's actually terrible before 6 and scales way better than before with the recent balance changes to her, so she deserves A/A+ tier imo

Jhin get the tier because of his kit being burst heavy instead of DPS, so if you have an actual front line (which in many cases you don't sadly), then Jhin is worse than champs like Jinx (IKeepItTaco also thinks jhin has worse scaling than Aphelios).
I have heard from a guide video that Samira was a more OP version of draven, But looking at her win rate graph more in-depth, she is a early to mid game champ, even though the times I have played against her I found her ult damage to be bad if she was not ahead.
With Yasuo I feel like everytime he has somebody who can face tank the CC, he can just dive the backline and ult them, destroying them in seconds. With that being said, he is not worth much when siegeing towers and with displacements he can be shot down easy. So I will move him down

lucian scales like a wet potatoe in my view, kalista though? why her whole point is to get to lategame with items to 1v5 jump around. should still be b or c tier as she literally only has scaling.

Her peak WR seems to be at 25 min and there after declines, so I don't agree.

seems very fair its a good tier list, i just wanted to ask for kalista as shes weak early like vayne but if shes also bad lategame shes incredibly weak as adc? even xayah scales well atleast since she can use her feathers more to set up the field.

that kinda checks out as shes strong with engagers and cc mages like neeko and swain who dominate early game, its just without one even her early game feels lackluster, if someone locks in yuumi on your kalista just yeet the cat at lv 6 XD
