Each tier is in no particular order, although there are a few that shine as the best in their tier.
In depth on every champ:
S TIER
Akali: Good contender for best ult you can steal. Engage, execute, magic damage, all the reasons that make it good on Akali apply here. Fits perfectly into Sylas's kit.
Amumu: You ever been holy hand grenanded by an Amumu? Imagine that on a champ who's SUPPOSED to build AP.
Blitzcrank: Also good contender for best ult. You get to be full AP Blitz without any of the downsides. Passive is just sprinkles on top.
Braum: Imagine if Braum had Leona e.
Cassiopeia: A good e means a guaranteed stun on at least one target.
Ekko: Reset button AND high AP ratio? Why, it's like it was built for an AP assassin!
Evelynn: See Akali.
Fiddlesticks: Things Sylas likes: High AP ratio, engage. Things Fiddle ult has: That.
Fizz: Ever played against a Fizz?
Garen: Same reason Garen likes it. Sylas doesn't get much mileage out of the villain passive other than the true damage on the ult itself, but it's amazing nonetheless.
Gnar: What if Mega-Gnar had Leona e?
Gragas: We've all seen what AP Gragas can do. Aside from damage, Sylas's e gives him a good chance to ult someone into his team.
Karthus: Nothing more satisfying than giving Karthus a taste of his own medicine.
Kayle: No surprise that one of the best ults in the game period is a good one for Sylas to steal.
Kennen: Shame about no stun, but it's still a massive magic damage AOE with good scaling.
Lissandra: Everything that makes it good on Liss makes it good on Sylas. Point and click stun or free Zhonya's, take your pick.
Lux: Reset CDR doesn't carry over, but it's still a full AP Lux ult.
Malphite: See Blitz.
Morgana: Again, Sylas's e makes it incredibly easy to stick to people and get the stun off.
Nautilus: Point and click nuke that's an AOE knockup. See Blitz.
Neeko: Only downside is Sylas can't conceal the channel. Thankfully, he can just ult after he uses e.
Orianna: It sounds like a bad thing that Sylas doesn't get a ball to control, but if Orianna was on his team she'd most likely put the ball on him anyways. Another good ult e makes great.
Ornn: Long range engage with high base magic damage AND decent scaling? Another Blitz situation.
Rakan: Sylas doesn't need the mobility to tag people once with Rakan ult and then escape back, so Rakan ult is just a free speed boost, charm, and nuke.
Rumble: The Equalizer is known for its insanely high magic damage. Sylas may not build Liandry's every game, but against a Rumble I can see why you would.
Shen: Overall amazing ult, best part is Sylas isn't balanced around it.
Sona: AOE Stun nuke, should be free after e.
Swain: Same reasons that it's good on Swain, especially since Sylas always has max soul frags.
Thresh: Did you know that The Box has a 100% AP ratio? And 550 base magic damage at rank 3? You do now.
Urgot: The damage is insubstantial, the good part is free picks on anyone under 25%. Urgot isn't as mobile as Sylas is either, and Sylas can get some nasty fears off.
Varus: 100% AP Ratio on a long range snare. It's just good.
Vladimir: Just as good on Sylas as it is on Vlad. Which is very.
Veigar: You don't get the AP stacks, but you do get a point and click magic damage execute nuke with a 100% AP ratio.
Vi: The point of Assault and Battery was never the damage, it was to run the adc down and take them out. Sylas can do this just as well as Vi can, and he isn't limited to its cooldown.
Wukong: What if Wukong's ult was on a GOOD champ...
Xerath: Most AP champs would be satisfied with Xerath ult.
Zac: 90% AP ratio... Massive AOE disruption... Sylas is (hopefully) in melee range already... What's not to like?
Zilean: Shouldn't have to explain this one.
Zyra: Does it matter that you don't have plants to benefit from the buff, and only get the massive AOE nuke and knock up? No. It doesn't.
A TIER
(Most champs are in this tier so I'll keep it brief.)
Ahri: Closest to being S. Sylas just doesn't have the range to use it as effectively as Ahri, so he uses it for passive resets inside of a fight and small mobility boosts. Still amazing.
Annie: No stun, so it's just a nuke. Tibbers is the best summon you can get by far, but it clogs up your ult CD and prevents you from getting other ults until Tibbers dies. Bright side is you usually like having him around the full duration.
Ashe: 100% AP ratio on a global stun. See Blitz.
Aurelion Sol: Sylas gains next to nothing from having people in his outer limit other than self peel and potential mini InSecs. Still a nice long range nuke.
Azir: Sylas can almost shuffle.
Bard: Just as good on Bard as it is on Sylas.
Camille: On hit magic damage is almost worthless, but it's still J4 ult on steroids.
Cho'Gath: Point and click true damage nuke? Amazing. Permanent health gain? Amazing. Permanent size gain when Sylas doesn't get the extra auto range that Cho does? Not amazing.
Dr. Mundo: Just a good ult.
Ezreal: Almost S.
Galio: Also almost S. Sylas doesn't have the tools to survive in the middle of a fight like Galio does, and telegraphing where he's going to land could very well get him blown up.
Gangplank: Can't copy ult upgrades, but it's a full AP GP ult nonetheless.
Hecarim: See Blitz, Malphite, and all the other champs who have ults that are amazing full AP but don't have the kits to sustain that kind of build.
Heimerdinger: Almost as good as it is on Heim. RW is still insane burst and RE is still an amazing AOE.
Irelia: Ahh, zee wonders of full AP Irelia. See Blitz.
Ivern: On one hand, Daisy is almost as stupid as a bronze Yasuo main and she holds up your ult CD. On the other, she gets insane stats from AP and listens juuust enough to be useful, like a gold Yasuo.
Jhin: Just a good ult.
Jinx: Another good global.
Kalista: Bind your tank and get a free engage or bind your squishy for a free save. Sylas gets better use of Fate's Call than Kalista does.
Katarina: No resets of course, but it's still Kat ult.
Kayn: If Kayn goes Rhaast, this is a solid S. In base and shadow assassin, a solid A.
Kindred: Better on Sylas than Kindred honestly.
Kled: Long range engage.
Lee Sin: Sylas has the tools to InSec.
Leona: Long range AOE stun with okay AP scaling.
Lulu: You should probably ult yourself after you e in, but saving someone's *** is always good.
Malzahar: Making Malz's allies pay the Malz tax sounds fun.
Maokai: Full AP Mao ult.
Mordekaiser: What if YOU got the drag? Ult Morde for extra bm.
Nami: Just as good on Sylas as it is on Nami.
Nocturne: See Galio.
Nunu: Full AP Nunu ult.
Pantheon: See Galio.
Pyke: Very close to S. Can just as easily be pointless as it can pop off. Sylas doesn't need the execute for kills.
Rammus: Sylas is honestly just as sticky as Rammus is. See Blitz.
Riven: AD is basically useless, but Windslash is always nice.
Ryze: Map pressure is always good.
Sejuani: Sylas doesn't have Icebreaker, so he doesn't get a free 10-20% max HP nuke off of this stun. Sill good utility with good AP scaling.
Shyvana: See Blitz.
Singed: Most buff ults suck on Sylas since they don't fit his kit at all. Singed is an exception, giving him basically all the stats he would want with a meaty 25 second duration.
Sion: See Kled.
Skarner: See Malz. Can't dash while ulting but it's not that big of a deal. Okay nuke.
Soraka: Better on Sylas than Raka.
Syndra: If you could get more balls, it would be S.
Tahm Kench: See Ryze.
Taliyah: See Ryze.
Taric: Can't double up with Bastion, but still Taric ult.
Teemo: Sylas doesn't really build the right build for max damage shroomage, but it's still full AP Teemo shrooms.
Tristana: Can InSec, 100% AP ratio, better on Sylas than Trist.
Trundle: Ult Trundle as he ults you. Take back your stats. Fight the system. Possibly better on Sylas since he can build AP.
Tryndamere: Good ult overall.
Twisted Fate: See Ryze, best global pressure ult in the game IMO.
Viktor: Close to S, and it's a surefire S with a CC comp. Sylas can have trouble keeping certain targets in the Chaos Storm long enough to make it worthwhile, but the pressure it brings and the guaranteed first proc make it solid. It also gets upgraded once Viktor finishes his Hex Core, which alleviates this issue a bit.
Warwick: Sylas doesn't get much movespeed to get long range ults off, but he does have other dashes.
Xayah: Can't recall feathers, but going untargetable is always nice.
Xin Zhao: It's Xin ult.
Yorick: The Maiden is a headstrong woman who doesn't take orders from any man, but she will accept constructive criticism and will tag around with you for a bit. Sylas gets more mileage out of the magic damage mark than Yorick does, but the Maiden can hog your ult as long as she pleases. Use with caution.
Zed: The damage is alright, but the shadow and untargetable make it good. Sylas uses Zed's ult for entirely different reasons.
Ziggs: Just as good on Sylas.
B TIER:
Alistar: Damage reduction is always nice, but damage reduction is better on tanks. The AD is basically useless.
Anivia: Good if you can keep people in it, which Sylas can do, but he also likes to move around a lot. Easy to break the tether and lose it.
Brand: Without Blaze, Pyroclasm is just okay.
Caitlyn: Alright nuke, but it still deals physical damage, which means you're most likely not gonna be penetrating any resistances.
Corki: It's good that you get max ammo. It's bad that you only get two big ones. Significantly worse AP ratio as well.
Diana: No reset means it's just an okay point and click dash.
Draven: See Cait. Good wave clear though.
Graves: See Cait.
Janna: Nice heal, InSec potential and peel. Issue is that unless you get the dream Monsoon InSec, Sylas ends up with no one for himself to kill. Probably the best ult in B.
Jarvan IV: Sometimes a squishy assassin doesn't want to be stuck in a wall. Only upside is that whoever you ult might also be squishy.
Karma: Karma ult is balanced around being on a relatively low cooldown. In most cases this means it's bad for Sylas, but with Mantra it's alright. Full AP RQ is just as good on Sylas.
Kassadin: Teeters on the brink of D. Obviously much better on Kassadin, but just one Riftwalk is alright.
Kha'Zix: Unlike Kha, Sylas gets no direct benefit from invisibility, but it's still invisibility. A tier if Kha evolves it.
Lucian: Never doubt AP Lucian ult.
Miss Fortune: Would be much better if it didn't have a 20% AP ratio.
Nasus: Everything about it is just okay. If Sylas got q CDR like Nasus does, it would probably be S.
Poppy: Operates no differently than normal Keeper's Verdict. Sylas has a lot less follow up to an uncharged one, however, and the damage is physical.
Quinn: Sounds nice on paper, but when you can only cast it once you might realize too late you're making a one way trip.
Rek'Sai: Perfectly fine in melee range, but Sylas has no way to apply its mark at a distance, which is part of the appeal.
Shaco: If they're dumb enough to kill the Sylas that won't use any abilities for some reason, they deserve to be nuked. It's a free objective, but a lot slower than Shaco since Sylas doesn't get any AD.
Talon: No Talon passive makes Shadow Assault just an invis really. 50% AP ratio is nice, but it's still physical damage.
Vel'Koz: No Organic Deconstruction means no Research, which just makes this ult a solid B.
Volibear: Sylas doesn't have the attack speed to fully utilize the potential of a full AP Thunder Claws. It's good for a few autos, and the starting damage is nice.
Yasuo: Would be C if not for Sylas being able to Last Breath off of his e. If you have an ally with a knock up, solid A. Crit damage pen is useless though.
C TIER
Kai'Sa: Would be S if Sylas had a way to apply Plasma at a distance. If your allies can do it for you, it could be a free kill. Alright otherwise, but there's better stuff to grab.
Sivir: Pretty good. Debated putting it in B, but if you have a comp that really benefits from the move speed, it's an A.
Sylas: Having two of the same ult on one team can be gamechanging. Good luck stealing an ult before the other Sylas uses it though.
D TIER:
Aatrox: AD is useless, out of combat move speed is a mediocre engage tool. Only thing worth getting World Ender for is the revive, but sometimes its better to take another ult and either get out, nuke whoever is dangerous, or just take the death. Still a great diving tool.
Darius: No Hemorrhage means you're getting Noxian Guillotine's base damage, which is pretty pitiful. Would be F, but it's still around 100-300 point and click true damage and you can still get resets.
Elise: Sylas isn't that big of a fan of transformation ults. Elise is by far the best though, and I almost placed it in B. One thing to remember is that Sylas still gets his passive while transformed, and most AP champs wouldn't mind having Rappel and Venomous Bite.
Jax: Not much attack speed to abuse the passive, which means you just get some resistances. Not the best.
LeBlanc: Sylas doesn't particularly hate having any of LB's Mimic'd abilities, but you only get the one LB last used. Not being able to choose kinda sucks, but I can see an argument for this being in B.
Nidalee: Panther Form would be so good if Sylas could get the Pounce range extend and reset. Sadly he doesn't, so it's only good if you're already in their face, and even then odds are you're going to swap back after one rotation.
Olaf: Can see it in B, but the bonus AD isn't good at all. Being immune to CC is always a good thing, but you can get more mileage out of other ults.
Renekton: Just a worse version of Nasus ult really.
Rengar: The most damage I've done with a stolen Rengar ult is 75. It's a chasing tool, nothing more.
Twitch: Melee on hit effects on high range autos? Sounds fun! Except if you build any on hit effects on Sylas except a sheen item you're not doing it right.
Vayne: It's cool that Sylas gets the invis, but that's the only appeal to Vayne ult. No q CDR, meaningless AD, and you don't even get the move speed since it's Vayne's passive.
Zoe: Honestly? Not a bad call to take late game with your low ult CD. At any other point in the game? Sylas's animations are too long to do much more than a w auto.
F Tier:
Fiora: You get the moves peed and the heal if you proc all vitals or kill them after popping one, just like Fiora. What you don't get is the damage on procing a vital. Just get something else.
Illaoi: Probably the worst ult. You get an AOE physical damage nuke that's easily outclassed, and a bunch of tentacles that're there to look pretty and nothing else. No w CDR, no way to command tentacles, nothing. I honestly don't think it would've been broken to give Sylas the ability to command tentacles via w or e, especially since Sylas wouldn't get healing from them.
Jayce: Who wants to waste a cooldown to deal an insubstantial amount of physical damage on this AP assassin? I don't!
Kog'Maw: You get one.
Master Yi: Would be S if it gave Sylas resets. That would also be broken because Sylas would never have to use it and could just hold onto Yi ult as long as he wanted. As it stands, the move speed is okay, that's it.
Udyr: lol. You don't keep the stance. Literally worthless.

Quinn: Sounds nice on paper, but when you can only cast it once you might realize too late you're making a one way trip.
Rek'Sai: Perfectly fine in melee range, but Sylas has no way to apply its mark at a distance, which is part of the appeal.
Shaco: If they're dumb enough to kill the Sylas that won't use any abilities for some reason, they deserve to be nuked. It's a free objective, but a lot slower than Shaco since Sylas doesn't get any AD.
Talon: No Talon passive makes Shadow Assault just an invis really. 50% AP ratio is nice, but it's still physical damage.
Vel'Koz: No Organic Deconstruction means no Research, which just makes this ult a solid B.
Volibear: Sylas doesn't have the attack speed to fully utilize the potential of a full AP Thunder Claws. It's good for a few autos, and the starting damage is nice.
Yasuo: Would be C if not for Sylas being able to Last Breath off of his e. If you have an ally with a knock up, solid A. Crit damage pen is useless though.
C TIER
Kai'Sa: Would be S if Sylas had a way to apply Plasma at a distance. If your allies can do it for you, it could be a free kill. Alright otherwise, but there's better stuff to grab.
Sivir: Pretty good. Debated putting it in B, but if you have a comp that really benefits from the move speed, it's an A.
Sylas: Having two of the same ult on one team can be gamechanging. Good luck stealing an ult before the other Sylas uses it though.
D TIER:
Aatrox: AD is useless, out of combat move speed is a mediocre engage tool. Only thing worth getting World Ender for is the revive, but sometimes its better to take another ult and either get out, nuke whoever is dangerous, or just take the death. Still a great diving tool.
Darius: No Hemorrhage means you're getting Noxian Guillotine's base damage, which is pretty pitiful. Would be F, but it's still around 100-300 point and click true damage and you can still get resets.
Elise: Sylas isn't that big of a fan of transformation ults. Elise is by far the best though, and I almost placed it in B. One thing to remember is that Sylas still gets his passive while transformed, and most AP champs wouldn't mind having Rappel and Venomous Bite.
Jax: Not much attack speed to abuse the passive, which means you just get some resistances. Not the best.
LeBlanc: Sylas doesn't particularly hate having any of LB's Mimic'd abilities, but you only get the one LB last used. Not being able to choose kinda sucks, but I can see an argument for this being in B.
Nidalee: Panther Form would be so good if Sylas could get the Pounce range extend and reset. Sadly he doesn't, so it's only good if you're already in their face, and even then odds are you're going to swap back after one rotation.
Olaf: Can see it in B, but the bonus AD isn't good at all. Being immune to CC is always a good thing, but you can get more mileage out of other ults.
Renekton: Just a worse version of Nasus ult really.
Rengar: The most damage I've done with a stolen Rengar ult is 75. It's a chasing tool, nothing more.
Twitch: Melee on hit effects on high range autos? Sounds fun! Except if you build any on hit effects on Sylas except a sheen item you're not doing it right.
Vayne: It's cool that Sylas gets the invis, but that's the only appeal to Vayne ult. No q CDR, meaningless AD, and you don't even get the move speed since it's Vayne's passive.
Zoe: Honestly? Not a bad call to take late game with your low ult CD. At any other point in the game? Sylas's animations are too long to do much more than a w auto.
F Tier:
Fiora: You get the moves peed and the heal if you proc all vitals or kill them after popping one, just like Fiora. What you don't get is the damage on procing a vital. Just get something else.
Illaoi: Probably the worst ult. You get an AOE physical damage nuke that's easily outclassed, and a bunch of tentacles that're there to look pretty and nothing else. No w CDR, no way to command tentacles, nothing. I honestly don't think it would've been broken to give Sylas the ability to command tentacles via w or e, especially since Sylas wouldn't get healing from them.
Jayce: Who wants to waste a cooldown to deal an insubstantial amount of physical damage on this AP assassin? I don't!
Kog'Maw: You get one.
Master Yi: Would be S if it gave Sylas resets. That would also be broken because Sylas would never have to use it and could just hold onto Yi ult as long as he wanted. As it stands, the move speed is okay, that's it.
Udyr: lol. You don't keep the stance. Literally worthless.
