-Utility (CC/vision/healing/shielding/...)
-Ability to lane (without hindering you or your ADC)
-Reliability (what is your condition to be useful? Skillshots/Cooldowns/Range/...)
-Dependency on gold and XP
-Adaptability to different situations/teammates
-Damage (ability to turn little gold into lots of damage)
-Mobility and Roaming
-Scaling (do you race against the clock or try to hang on until you finally can play?)
The positioning on this list is heavily subjective, because of differing amounts of playtesting and personal preferance to play certain champs and builds.

It would totally suck on Ranked but Assassins would be kinda fun to snowball ur way by punishing enemy mistakes. Maybe the new Durability changes have made it more difficult to make it work right now :D
