Last Whisper

Armor reduction items:
Zeke's Harbinger
Black Cleaver
If you're getting Last Whisper, I wouldn't recommend any other source of ArP on him aside from runes/masteries. The percentage bonus means that you're making it less cost effective the more flat ArP you're getting.
There is no item that gives CDR/armor pen/HP. If you wanted those three, I would simply recommend purchasing both
Youmuu's Ghostblade and
Frozen Mallet.

It's not. I think you're confusing more things.
Armor penetration and armor reduction are applied in the following order:
Percentage Armor Reduction
Flat Armor Reduction
Flat Armor Penetration
Percentage Armor Penetration
So, you want more armor penetration. Flat penetration is usually better.
Or, am I completely missing the point of your question?

Armor pen. is situational. For armor stackers you want percent armor pen. For not armor stackers, you want armor reducers and flat armor pen. and look at the above thing I posted.
The amount of armor you reduce is smaller if you're doing percent armor pen. and they have little armor. You reduce more if they have higher armor and you're doing percent armor pen.
TL;DR
You want %ArmPen. VS Tanks and FlatArmPen VS non-tanks.
