The way that sejuani's passive works is that you cannot apply your passive stun until 8 seconds after the champion was previously stunned. From lvl 1 to lvl 5, sejuani E goes from 55-255 dmg, and STAYS at a 1.5 second cooldown (which is irrelevant due to her passive only working every 8 seconds)
While here Q from lvl 1 to lvl 5 goes from 80-280 dmg (both her Q and E have same AP scaling too, in case you were wondering), AND the cooldown gets cut almost in half from 20-12 seconds. (Coupled with the CDR you get with items, this is SUPER important to engaging, sticking to targets, or moving across the map, especially since CDR doesnt effect sej's passive stun Cooldown.
So, TLDR, Q max provides more dmg and more utility than E max.

I've seen your other guides, and it's really cool that they are quick to read while providing enough information on your build. However, have you thought about doing an in-depth one? I'd be very curious to see how your depth guide would be.
A thing that I really find interesting (and funny) is your way to talk about every aspect of the champions, it makes really clear to understand what you're referring to and it sounds really natural like if you were playing this champion since it's release. Thumbs up!
