Introduction
with this build i have been able to get a mastery seven morg and currently in bronze 1 promos, i have not played at a plat lvl so i dont know if this guild will help in that type of game play, but it definitely works at bronze and silver and up to gold.
the reason for these runes is to increase your poke. you will see that i have no scaling runes, this is because I feel that it is better to have a strong early game and these runes help with that. the mana regain will help keep you out of oom (out of mana) while you spam your q and w. while the others mainly increase your poking ability.
first back u want to buy frostfang and boots and a vision ward to help against ganks. build frost queens first followed by hourglass, then abyss, rylais and last more. this build gives you some durability while you crush them with ap.
these items will make you team fighting essential. buying hourglass first gives you the ability to engage with your ult then hour. this is not done just to stun the enemy. you flash into the enemy team or run into them and ult, first your ult does a good amount of damage as it is triggered, second it will cause the enemy team to scatter trying not to get caught in your ult. the armor that the hourglass and mr that the abyss give you will grant you enough time to hour before you die when triggering you ult. in this build if you can get to rylais it makes you that much more dangerous. your ult will now slow the enemies as they try to escape it, while giving you more tankieness with health and more ap as well.
the frost queens gives you a great engage while in bot lane as well as vision in team fight, while hourglass give your team an engage when fighting 5v5, up to them to focus the right people when you ult hour.
combining you frost queens, q and ult when you have rylais means that no enemy can run from you, easy to catch people out and separate teams as they try to fall back
also when building the items always buy the ap parts first as they increase you poke and the mr and armor you get from the parts of hour and abyss dont equal the cd and ap you get from the ap parts.

max w first. my reason for this is because while you stun with your q, thunderthords will be activated with your w which will do more damage as u max it, also this keeps the mana cost of your q lower in the early game, making your q more spamable and quicker to throw if your low on mana.
your q is your most valuable asset. keeping the cost low I think offsets the increased stun duration you get from maxing it first. bot lane pushing you? stun the adc and get out with minimal damage, jg coming to gank stun his as and get back to turet, these you cant do if the cost is high when your spamming your abilities and are low on mana

so far with this build i have had little problems getting my adc fed like crazy early game, the main problem that comes up is if you have a passive adc or one that will focus the supp. doesnt matter how low the supp is if your engaged in a 2v2 bot exchange always focus the adc, only if you catch the supp out with a stun as the adc runs can you focus the supp.
this build works great in bronze, silver, and gold elos, not sure about higher then that though as i haven't played at or with people who are in that elo.
