Remember what I was saying about soraka? Well, NO tower-diving, NO w-q-ing, and NO fun against this one
Why would you play him support?
Alistar is a support who has: Peel, engage, heals(only good early if you don't level), and insane tankyness(which means that you can soak a lot of damage, especially in towerdives).

I like to put points into his e first as if you don't, his heal doesn't do anything, and all the other choices are a bit useless as a support as they only affect damage and increase mana costs(not good early game). Then I like to put points into the q to make sure the cooldown isn't too different than the w(lifesaver). The w is also important but I would only scale it first if I was playing AP(priority for AP: RWQE).
You would always scale the ult when you can, of course.
BTW the difficulty list is only against supports: but remember that you're naturally good against channel abilities.
