So the idea here is to use your W and clap as fast as you can, which is why you max your W first and the reason for the runes. You max your Q second so that you can catch up with people and they can't run away from you.

The "this?" rune page is meant for you to simply chase people who aren't able to kite you. It has Manaflow Band for the mana regen in lane and Gathering Storm for the extra damage on your claps. It also has Last Stand, because keep in mind that you're not building tank so you'll get to low health rather quickly, and as such you will get more damage out of losing health.

The "or this?" rune page is meant for you to engage mostly when you have your ultimate. The ultimate hunter rune gives you the extra CDR (cooldown reduction) necessary to get to max CDR. The Cheap Shot rune gives you extra damage on your auto attack after a Q slow and on your auto attack after an ultimate. The reason you use Coup De Grace instead of Last Stand is because since you will ideally be engaging with your ultimate at full health and as such will get better use of this rune over last stand.
