Blitzcrank
Always ban blitzcrank. If you end up going against an enemy sup blitz you better hope you can dodge like your life depends on it. Due to early game fiddle being super squishy: once blitz hits level 2 he can all in you and end up leaving bottom with no support. His hook onto his knock up will leave no room for you to use your fear or get help from your adc. Always ban blitz.
Caitlyn
With an ADC caitlyn you are almost assured victory in bot lane. With her traps as well as her high damage ratios: you can easily stun multiple enemies as well as slowly drain health to allow her to simply ult for the kill.

Champion Build Guide
I used to play fiddle a while back with his old abilities in the jungle and later on in support role. I abandoned the champion as he just wasn't cutting it anymore in a tank support era as well as I wanted to get back into jungle. Once his rework came out, I wanted to give him a try again in the bot lane.
Since I have won about 59% of my games with an average of 4/6/12 with average 45% kill participation (20 low/78 high). Few quadra kills, lots of MVPs, some aces, and some doubles. I'd like to say I'm good but that is in the eyes of the beholder. I am just here to spread what I have learned with good old fiddle.
Your goal early game is to get between you and the enemy. You want to fear them so that they either go towards your adc or just away from their tower in general. Doing so can assist your ADC in either getting a free kill or having the enemy burn their summoners.
Using your E to assign your adc in clearing waves will allow you to keep the waves pushed up in lane to allow your jungle to take dragon with little to no resistance.
Your second objective when it comes to playing fiddle is vision score. My usual vision score is often above 100 (even in losing games). You want to be playing your trinkets in river and sometimes bot bush to possible get enemy champions to waste mana or summoners when pushing up your lane. Buying your support item as well as pinks you can easily maintain vision of bot lane & dragon. I hope you understand the importance of vision but that has to double when it comes to fiddle as he won't stand a chance if you keep getting ganked while blind.
Once you've finally gotten your ult up, it is your time to shine. You can use it to gank your own lane from alcove or even parts of the jungle. You can use it to push back enemies coming under any tower and possibly get a free kill out of it. Or just simply use it to clear minion waves in lanes that are pushed up.
With so many uses for your ult and the need to keep your fear ready: your main build path relies on CR. With low cooldowns you are able to gank often as well as get out of those ganks if things go bad.
Your early items will help you build AP as well as CR to allow you to do what you need to do early on. Your mid game items depend on who your opponents are. I often end up building Banshee's Veil for the AP as well as MR. In more AD situations, Guardian Angle can help you.
As you get into late game, your goal is to lure in the enemy team on a few team members that seem to be alone or outnumbered and to ult down onto them. If your allies are quick: they will spot you ulting and come back into the fight, often sweeping the team. In other situations: your teammates are really up to standard and just leave you to die. In this situation, you need to move back towards where your team is and hope no one can get a stun or pull off you. If this happens: you can try to zhonya and wait for your team but you will most likely end up dying.
Fiddle is a very broken champion if your teammates know how to play with you and sweep the team while you are trying to get them the kill.
