I am planning to make a more detailed guide, but watching the youtube videos and twitch streams that I linked here are the best way to learn how to play azir. They are the guide.
Early Game
Waves 1-2
-
At 1:20 ward near the enemy red buff from mid bush.
-
Hover warded side and call jg for countergank.

Basic AA 1 melee.
-
Trade extremely hard while pushing the 1st wave.
-
Hard shove the 2nd wave and harass under turret.
-
Fake ward raptors.
-
If they try to match push with ability on wave or on you, just out-trade them, then out-push them or use pots and first blood with level 2.

Make sure that you push too fast. You don’t want your opponent to get level 3 first with 2 of your melee from 3rd wave dying under turret.

You can also crash 1st wave under turret, so that wave pushes to you with 3rd wave. Spam ping jg for gank and kill with lvl 2 or 3.

Do this by spawning w on range. You can tank damage and ignore melee last hit.
Waves 3-4
-
AA 2 melee from 3rd wave while kiting back.

Get level 3 first and keep harassing.

Get the 3rd wave cannon/range low hp with soldiers.

Slow push 3rd + 4th wave, get lvl 4, and move to scuttle (spawns at 3:15).

If your jg wants 2 crabs, just move with him asap. You will be fine since you crashed the 4th wave under turret, meaning 5th wave + cannon will freeze to you.

The 3rd + 4th wave push should be slow enough so that the wave doesn’t reset to the middle of lane.
Waves 5-7

Just last hit for the 5th wave and let it push to you.

Get the 6th wave minions low hp with soldiers.

Hard push 6th + 7th wave, make sure it crashes under turret, and recall. You can leave 1 range exp.

Get a bandle glass mirror, control ward, pots, and swap to oracle lens.
Waves 8-9
-
Opponent will try to shove 8th wave and recall.

Hard shove 9th wave and get lvl 6 before opponent comes back to lane.

Now you can roam/invade/dive with jg (+ top tp/r). Or, walk to drake and possibly solokill their jg. Or, place control ward near enemy red and get timers with your soldier.

2nd scuttle spawns 15 seconds before 6:00 at the earliest. You place the control ward at 6:00. Spam ping jg to get 2nd scuttle.
TL;DR

Ward, shove 2 waves, fake ward raptors

Push 1st cannon wave + next wave, scuttle

Let 5th wave come to you

Push 2nd cannon wave + next wave, recall
