It gives you 27% increased movement speed for 10 seconds and you can move throught units. I use ghost on corki because it is very good for kiting enemies. They can't touch you when you activate youmoo and ghost. If you have to get over walls you have your E which is pretty much same as a flash.
It reduces enemy champion's movement speed by 30%, attack speed by 50% and damage dealt by 30% for 2.5 seconds. Also I chose Exhaust over Barrier because Exhaust lets you 1v1 anyone. And helps you win your bot lane when you exhaust enemy adc while your support ignites him.
Sometimes I use barrier too. It is pretty good if enemy team has an assassin and your support and team mates doesn't have ablities or items to keep you safe.
