LeBlanc has more damage than Viktor and can get around Viktor's abilities easily. Not a fun lane.

Playing Viktor takes patience and practice.
Viktor shouldn't be played as an assassin, Viktor is a control mage.
The main goal of Viktor is to get through the laning phase the best way possible, and then dominate teamfights and skirmishes in the mid/late game. This is the reason for taking the Barrier summoner spell in lane.
Pros / Cons

- Safe and Reliable
- Has strong burst damage and sustained damage
- Strong waveclear
- Can hold his own against most champions
- Is very powerful in teamfights
- Passive gives 180 AP and 500 mana in exchange for an item
CONS:

- Offers very little if behind
- Has no real escape tool
- Weak laning phase
- Doesn't have much early game presence
