Hi i'm Hipnotised and today i brought you a Kai'Sa cheesy build.If your asking about my elo,it's not so great,22 LP Silver 3 LOL.But i think i'm good enough to help you no matte ryour rank.Since ADC nerf back in 8.11 ADC role has become garbage.You can't carry anymore unless you are Lucian,Draven,MF,Ezreal or Kai'Sa.That's the reason i published this,cause crit carries got hard nerfed these non-crit carries are thriving.And here we go..

As I mentioned in notes of runes instead of Hail of Blades you can go for PTA and FF,all depending on your match-up.As for PTA you go:Triumph,Legend:Alacrity and Coup de Grace,as a second branch sorcery: Celerity (you can go Domintaion too because Celerity got nerfed,depends on your playstyle) and Gathering Storm.Gathering Storm synergises so well with Kai'Sa since your not that strong pre 20.If your taking FF you should now that its ms and heal got nerfed for all non Rageblade adc and that's what you are.Ap ratio on the healing is quite nice and it helps you flee from hooks and binds.

As you know,a lot of streamers pick tp instead of heal.Now,this isn't so bad for catching up experience and helping your team.My opinion is that its ba din lower elos since your going to probably mis-use it and waste a potential ace.I recommend standard Flash,Heal.
