Flash is an obvious choice and is taken by most champions in the game, it is your best offensive and defensive spell and should never be substituted
Clarity is very important for AP Draven, because you use alot of mana. Nothing is worse than getting into a big fight and losing because you couldn't use any of your abilities. It's also integral for the double tear strategy that I'll explain later

Electrocute is going to be the best choice, it lets you burst people down very quickly and can be procced easily with an AA, E, AA. Aery can also be taken if you're in a rough lane and won't be able to make good use of electrocute. Comet is garbage as you have no cc for a guaranteed hit (unless rylai's) and E pushes enemies out of comet radius. Secondary runes are personal preference and is dependent on primary, you'll take sorcery with the burst as manaflow band and celerity are very useful but with poke taking precision is better as it can help you get your proccs off more and you already have sorcery as a primary.
For starting items we'll be taking dorans blade, you might be wondering why dorans ring isn't taken given that this is an AP build. This is because AP Draven scales later into the game and during the early laning phase the mana won't make as much of a contribution to your lane as the AD, health and lifesteal from dorans blade. Dorans shield is also a good option if you feel like the enemy lane is rather oppresive or has alot of poke (caitlyn).
The reason double tear Draven ACTUALLY WORKS is because your W resets every time you catch one of your axes, this allows you to build your tear into its final form at a very fast rate. The only problem here is mana. Although your 2 tears will give you a significant amount of mana it will run out, which is why we take the summoner spell clarity. You may also realize that I didn't include boots into my build, this is because you'll be able to spam your W without going OOM like AD Draven, giving you move speed far superior to boots. The burst build and poke build are very similar the only difference being that the burst has a gunblade (for burst) while the poke has a ludens (for poke). The 2 tear items and lich bane are the key components of the build, if you're going for burst you'll have less flexibility as the AP from deathcap and pen from void staff are key to being able to 100-0 people, but for the poke build it's rather flexible. After your 3 key items you can build anything, you can go for more damage with deathcap, survivability with zhonyas or even utility with rylais.

We'll be going in the order R>W>E>Q, take ult whenever you can as it seriously boosts your damage output. W is going to be maxed first as it is the ability that will be used the most and reducing each cast's mana by 10 makes a huge difference to your mana pool, allowing you to stay in lane longer and build up those stacks. E is maxed 2nd as it has quite a bit of utility, it can disrupt dives from enemies and can be used to catch your enemy bot lane out of position and get some poke on them. Q is maxed last as your build doesn't give any stats to it and the ability will only be used to help you CS.
When playing AP Draven, working together with your team can actually be detrimental to your performance. Many people treat AP Draven like a joke, although Korea is already doing it and it will soon spread to the rest of the world. As a result your team will often flame you and refuse to listen to your opinions. This is all fine though as there is a mute button on the scoreboard. Use your own judgement to decide how to play, this yields the best results.
AP Draven's weakest point is a mid game, during which he's farming stacks on his tears to reach his late game power spike. Until you complete your items you may have a rough time so it's advised to stay under turret and farm, if your lane is pushed in and you're not able to reach enemy minions safely don't feel afraid to yoink your teams minions and jungle camps. They may abuse you verbally, however the sooner you reach your late game power spike and carry them the sooner they'll be singing your praises so just do what you have to do to win.
Your early game is also rather decent as you are basically an AD draven, especially if you take aery as it is proccable early unlike electrocute. This will be your only real chance to secure early kills on the enemy botlane unless you have your jungler. Exploit this early advantage to establish lane dominance so that you can free farm to late game without having to face any threats.
If you find that you are unable to AFK farm under tower, press W every few seconds or accidentally find yourself fat fingering ALT F4 then you always have the option to get boosted.
