For runes, I stuck with
1. 9 Armor Pen. Marks.
2. 9 Attack Spd. Seals.
3. 9 Ability Cooldown Glyphs.
4. 3 Armor Pen. Quints.

For items, I usually never get any health pots. Not just on Kog'Maw but on every character. I don't find Health Pots to be necessary. Correct that choice if you must. So instead I jumped straight into attack speed and damage. The first being Beserker's Greaves. For the movement and of course, attack speed. Immediately after buy Madred's Razors for easy minions kills early game, a recurve arrow or pickaxe right after, and save up until you can afford Madred's Bloodrazor. Most builds go into Malady right about now, but i prefer a Phantom Dancer in my arsenal. Reason being is because the critical boost, attack speed, and the movement increase for easy chase. Most of you may not agree with the Phantom Dancer, feel free to switch it out.
The Black Cleaver is a MUST. Due to it's armor reduction and it's attack speed/damage increase.
Next is a Frozen Mallet, because the health increase reduces squishy-ness, while the slowing effect allows you to chase down enemies without fail, just incase your abilities aren't able to catch up in time.
And last but not least. Stark's Fevor, The aura makes you AMAZING in team fights. Along with armor reductions.
So. To sum it all up. This build reduces the enemy armor and speed to nothing, while you DPS with the help of abilities. Amazing Gank abilities and great 1v1 and team fights.

With one point in Void-Ooze, I max out Caustic Spittle for the attack speed and the armor debuff.
And then max out Void-Ooze.
Along the way putting a point in Living Artillery whenever possible.
Remember there are NO points in AP. Making these skills only a factor in the death of the enemy.
