You can never kill him, and he scales better than you. not really in extreme tier because he crushes you, but because you can't really do anything against him and he will inevitably scale better. Take Grasp and try to be more useful in teamfights.

Take Phase Rush, and take very short trades, if he pulls you, E > W > Q then run, if he misses, Q > E > W and run away. You will outscale him at some point.

if you can, ult while he's ulting, so you cancel it.

He's never killing you anyway.
