Teemo is not the biggest counter against gwen, if you know how to mindfully use your W, after all he's just a defenseless ranged toplaner.

His Q is what counters Gwen so much, preventing her from using all her kits, being vitals to her (as autos don't sustain that much)

Darius

NEVER.TRY.TO.EVER.1V1.HIM.BEFORE.YOUR.LEVEL.6.
Now that this is clear, his DOT is pretty annoying and may be his winning point in trades, always hit the first strike in your W.

Trundle

Even

Trundle becomes a big threat once he gains advantage, if he uses his ultimate while you're in your W, that's gonna be a wild ride as he benefits from all your gained armor.

Fiora

Even

Her insane mobility and passive against Gwen's natural tankiness might become a problem once she gets 1 or 2 kills, play safe against her.

Sett

Until your level 6, trade opportunities have big chances in ending of you dying, take farm advantage and you will destroy him.

Irelia

Minor

Irelia's biggest threat is her stun, as she will be able to slow you down and combo you, but it can easily be avoided with your W.
Still be mindful of her regen if you want to dive !

Jayce

Minor

His way of stunning you and cancelling your mobility by throwing you somewhere else makes it hard to play, always stay under tower until you get your level 6
