Why Shield Bash?
The new 
Shield Bash rune is awesome and synergizes very well with Viktor. It really shines in early game, as the poke with Siphon Power is just insane (with Revitalize and Grasp of the Undying if using tanky build).

Strategy
Try to poke with Siphon Power as much as possible early game and try to push enemy top out of the lane. There are not many counterplays to this strategy as it gives you shield and with Shield Bash also armor and magic resist and deals massive damage. Hell, you can poke enemy top even under turret and tank the hit as you will still take no damage.
