Wouldn't call 50 health at level 1 puny, assuming you're running no health seals (which would up the value).
I dont really get the point of 4.19 coming out this week. Season is finished on the 11th so why put a patch out and change it even if slightly when everyone is now used to 4.18 and are trying to get higher in ranked? Just seems bad timing unless they extend the ranked again.

So taking Double-Edged Sword gives you more damage and i think its worth taking 1.5 more as long as you get the jump on them and more attacks.
Take cait for example odds are your dealing damage to enemy adc and your taking none especially against low ranges ones so mastery is good on her right?
The way I see it, most ranged champs have poor AOE are trying to kill 1 target at a time, the ones that have good AOE are generally really fragile. As a result, you're taking 1.5% damage from 5 people, while dealing it to 1 person. On an AOE mage like Xerath or Ori, you could take it, I guess, if you have enough peel but I feel like DES sort of goes against their playstyle that promotes safety above all else.
Melees on the other hand, are usually good at AOE, and if they're not, they're usually off splitpushing and fighting 1v1s or 1v2s, something that ranged carries won't be doing a lot off. In that case, DES breaks even at worst.
