Recently watched a stream where Bigfatjiji was playing TF. He clearly stated in the chat at first:
"I want to go AP, if possible. But if we need AD I'll do it."
So both are equally effective depending on the playstyle of the player. Most people just prefer AP TF.

AD Twisted Fates are just young Fatelings yet to grow up and accept the path of magic and AP which they will inevitably follow. :)

But, seriously, Twisted Fate is an assassin.
An assassin needs either burst damage or surprise-attack consistency.
Twisted Fate lacks consistent use of the element of surprise. Destiny can only be used once every minute or so at best, and isn't really reliable for playing "assassin" for team fights. So, you need burst to do his job properly.
Read the tags people, TF is an Assassin, Pusher, and Ranged champion.
Carry is not on the list, and yes it IS a separate tag on there. Don't build him as one. :P

The only issue that keeps AD TF afloat in high ELO is that: AD TF can anti-tank.
AP TF lacks the damage output to take on tanks, while AD or Hybrids can wield Madred's Bloodrazor and really clean house.
In my opinion, this doesn't make AD TF more effective, it shows 2 things.

- Akali - Shadow Dance, able to jump into people's faces. Burst abilities do the rest
- Shaco - Deceive, total sneak attack ability.
- Twitch - Ambush, entirely surprise attacky. Expunge does nice burst, but only for finishing blows.

And it`s always the same. What's the same?
The feeling of not having Wild Cards to poke with is APPALLING.
How anyone can seriously tolerate a champion with only 510 range without any good harass ability is beyond me. (and don't be shoving any "Red Card can do it" arguments at me, it sucks for harass)
Maybe I've played AP TF too much, but the ability to snipe people with Wild Cards is truly grand.

If you don't actually play TF, you can't tell what you prefer.
You just latch onto the nearest comfortable memory (or build) you can think of that you've used before.

I bought TF just to see what he was like. Went AP because everyone said not to. I loved it. AD, not so much.

TF is an great champ mostly because of his ult. If he survives his lane, he's going to be incredibly good throughout the entire match if he's played right, AD or AP.
Thing is - AD fate is a lot worse in lane. He has like no range and can't do much in the way of damage unless he gets way too close and he's super squishy. This pretty much means you can:
1.) Zone him easily
2.) Gank him easily if he manages to push out any.
Not great for any champ to get through their lane without:
1.) Dying
2.) Hitting 6 way late
3.) Both
against good players who try to shut him down.
AP TF starts with a poke that is ridiculously long in range. Seriously, Q hits so far.
Along with this, if you try to zone him, he can consistently last hit with Q. If you try to let him push and gank him, he can still stay back, and... you guessed it, Q. Not only that, but the base damage on Q scales like insane amounts for the early game, which makes him amazing at harassing.
Now factor in the fact that he's just as effective as AD tf in ganking with ult, the fact that Q is an incredible poke (which AD tf lacks considering how close he has to get) and the fact he does just as much damage as AD, only in burst... It just seems to be a much better choice.
