The only 'tank' spells (imo) are self-shield and taunt spells. Anything other than that is generally a support (shield ally, heal ally, stun, slow, etc...).
What I'm saying is, your tanks can taunt for a couple seconds. They can also shield themselves during that time. They can do that to save allies for only that short period of time. After that, the enemies can attack whoever they want. Generally they will go for the carry on your team (or person causing the most threat).
Let's say your tank had the most damage (passively their health and defence are increased anyway because they are considered tanks). The enemy would have no choice but to attack the tank, or die by him. The thing is that while having much better survivability, tanks can still throw down just as much as your average carry.

That and he also deals a decent amount of dmg.

And yes... there are better tanks overall... but Jarvan is up there. The catch is his ult requires more skill to use than probably any other ult. Because if you don't use it right you can kill your own team.
Oh and I forgot. Teemo might be the best unknown tank. Have you ever watched his global taunt work? It never toggles off either. And has no activation cost. An amazing ability.
