Not completely sure, but I have heard that Shaco is one of the best junglers.

I don't understand why people are comparing junglers as if they were in 1v1s. Nocturne isn't scary because of what he can do by himself. He's scary because of his huge gap closer, DPS steroids and assassin kit.
His clear times are also quite high (not the highest, but still very good) and his counter jungling is fine. He really doesn't have any crippling weaknesses, which is why his strengths are what make him so viable.
Putting him in a 1v1 vs Olaf or whatever isn't very realistic. He might very will win that game because his anti-carrying abilities and ganks are superior to olaf's, even if he'd lose an early 1v1.
EDIT: If you want to compare him to other junglers in terms of overall viability, I suggest you go look at a tier list. Hahano also has a jungler assessment guide that you could take a look at.
