That's a good move, i'm glad i moved to west in august, but i have to say that here are polish/russian (whatever you hate most) players too, but they know how to speak english (there are always exceptions). Try rankeds (if you are higher than 1300 elo), you won't be dissapointed.
I don't belice there is a difference. Just depends ón ur elo.

I transferred because West has French and maybe Spanish players that are mostly bad, while on East there is a majority of bad players. You have Belarus, Russia, Poland, Latvia and so on. From my experience the only people that were in most cases capable to do anything other than feed are the Nords like Norwegians and such.
