That's true, but I'm having trouble getting to Lv 3 or 4 because I'm constantly being harassed whenever I try to get CS, or even when I'm just waiting for a minion to get low. (Yes, I do walk around; I'm not a sitting duck.)

There's your problem.
As Fizz/Talon, you put 1 point into QWE at level 3 and go for a kill right away to force them back or gain an advantage ASAP.
If you can hit 6 before they do in some way or another, then you're all set as you can snowball with an ulti advantage.
Melee carries really arent a problem.
In draft pick, I just pick armor yellows and blues + 6 armor mastery and can survive their burst easily. If they build really damagy with arpen, along with double doran I rush a chain vest to build a Zhonyas later on.
If you still do not feel like it, or play blind pick and you have no armor runes or masteries, just start cloth armor and 5 potions. You have a lot of sustain but are slow, so play safe, farm, and get boots on first trip home.
They will fall of hard if they do not get fed, especially Talon.
As LeBlanc / Ahri i have never lost to Talon, or Pantheon on mid.

A few days ago I decided to start playing Talon and Fizz mid (once I save up enough IP, but I'm really close). I read some guides here and watched some Youtube vids, but I'm hesitant to play them mid because of their weak early games and the harass they take.
I tried to play Kass mid (versus an Annie) a while back and it was horrible. Every time I went to get a last hit I would get harassed and if I went to harass her back I would deal a lot of damage, but I would end up losing the trade because of minion aggro. This got me thinking that I should stick to ranged champs when playing mid, but I can't play only ranged champs, especially as I being to play Ranked games.

But the problem is getting to Lv 4; when I played the Kass game I wasn't that good (maybe around summoner Lv 18?), and now that I'm more advanced, people will know how to shut down melee mids pre-Lv 4. Every time I've tried to be aggressive I've ended up losing the trade or even dying. When I turret hug I only gain some CS, but I can't keep doing that otherwise the opponent will end up having at least 25 more CS than me by the time the laning phase is over. For some reason, the jungler doesn't come to gank mid often (if we're lucky enough to even have a jungler). What can I do to prevent this?
