If you meet the requirements (you have at least 200 wins in normals and ranked combined) you sign up for the Inhouses using this if you're on EUW or this if you're on NA and then join the ingame MOBAFire chat on the date of the inhouse, at the time of the inhouse, and you will get invited to a custom draft game.

This is just a guess, but I think that if an OCE inhouses would get created it would be in the same situation as NA, that there won't be enough players for the inhouses from time to time.
If you really want to play with some MobaFire users on OCE, then contact jhoijhoi just as MissMaw told you.
