Ionian boots are also a decent choice for anyone who doesn't need CC reduction, AS or MPen and probably won't be getting blue buff. So basically supports. Although I still tend to get merc treads on supports most of the time.

I will now proceed to counter a few items here
Ionian Boots of Lucidity. Is extremely useful on champions who don't have high mana costs or don't have a resource pool, Renekton for instance, the difference between life and death for him could be 1 more
Cull the Meek
Eleisa's Miracle. Is a good transition for supports, I personally use it on Maokai sometimes since I prefer to get Sorc Shoes on him.
Executioner's Calling. With the recent buff to anti healing, is actually a very useful item, and depending on the enemy team, a very good early game item for GP

I've never seen anyone half competent build Nashor's on Teemo.
I'm half-competent, and I built Nashor's on Teemo when I played him. It offers a nice balance of attack speed and AP for his poison. I won't even mention the CDR. Just because you don't like something doesn't mean it's the worst item in the game.
To contribute to the forum, I'd have to say either Tiamat or Hexdrinker. Moonflair Spellblade is also pretty useless.
