His pool cost A LOT of HP (35% of current HP if my memory is correct), so the best thing to do is try to force him to pool. DO NOT stay in the pool when he does it. You'll heal him.
Vladimir is at his weakest post-level 9. Before lvl 9, he has a fairly long CD on his Transfusion. So try to make go out of lane by harassing him more than he can heal.
It is hard to lane vs a vladimir because of his awesome sustain. Just focus on farming and surviving.
When laning vs Vladimir :
- DO NOT tower dive him. You'll die and he'll live.
- DO NOT recall at your tower with 10 HP. He's just gonna flash + ultimate + Transfusion + Tides of Blood and then pool out and live.

- If you see him lose all of his Tides of Blood stack, engage him.
- Vladimir player usually try to keep their Tides of Blood stack maxed out (4 stacks) because it gives them A LOT more spellvamp. Main problem here, is that Tides of Blood is an AoE skill. So if the enemy Vladimir do this, just tower hug and ask your jungle to gank your lane as soon as possible.
Vladimir is vulnerable to burst damage. CC him and then do as much damage as possible then run away when the CC wears off.
Could you tell me what champion you usually pick to play agaisnt Vladimir? You might be playing a champion that is countered by Vladimir.
P.S. Katarina, Ryze, Swain, Galio, Kassadin (throw Null Sphere at him to force him to pool. When he pools, back off and then teleport back in with your ultimate (when Null Sphere is up) and burst him, then run away again), Fizz, Tristana and Miss Fortune are crazy good against him.

If he is caught in the snare, he can still pool, but he will be unable to move.

I struggle as Katarina vs ranged people generally (yes I know you can Shumpo or whatever it's called towards them, but it's annoying having to run away straight away after)

Yup :) You always try it in a custom game. Pick Vladimir and ask your friend to pick Lux (or you go for Lux and he picks Vladimir) and see for yourself.

Both of them aren't really good against Vladimir, but they aren't terribad either.

IMO, replace Clarity by Ignite. But don't listen to me. I'm a Clarity hater >:D
I find Flash/Exaust to be the optimal spells for most AD carry, including Ashe
It is pretty hard to play vs Vladimir in lane at first, but after you lane against him 7-8 times, you'll start to know his range and approximate cooldown.

Yeah, snare doesn't stop you from performing skills (unless you're Riven -_-), so Vlad can still pool.
Ashe is way too passive of a laner to really do much to him. You volley, he Q's, you spend mana, he doesn't care. She can't really deal with him well, but to be honest, he really shouldn't be in the same lane as Ashe. Vlad usually takes top/mid, and Ashe should not really be in either of those lanes. :/
Lux... is also hard. He can pool under most of her stuff, and you sort of have to be in range of his Q to land Lux's passive. You just have to catch him off guard. He'll be slowed by Lux's E even if he's pooled under it, so you might be able to use that. Best thing is to try to get him hurting really bad from level 1, and see if your jungler can gank him. Just harass him a lot otherwise.
Lux with TP/clarity is really bad, IMO. Most casters really need ignite to secure the kill and add another spell to their rotation. Your other spell can be anything, but flash is most common.
Ashe with flash/exhaust is generally fine, but heal is becoming more common on AD carries instead of exhaust. If you are solo laning, though, you should probably take ignite, for the same reason I mentioned above.

How do you deal with him? I just couldn't do anything, (He even has a move where he sinks into the ground which he can use to dodge ULTIMATE'S!?) Any advice on how to kill this guy would be greatly appreciated!
He has got to be the second character I would deem OP, but I can't say for sure. Is he normally banned in professional games? I hate him already! lol.
