Vayne is "trash" because she loses to every tier 1 ADC. If you lose to every tier 1, you're not tier 1, because you're gonna lose lane every game, discounting just being better than your opponents.

Vayne's still the best late-game ad carry due to her insane mobility. Also, she can definitely win lane against so-called tier 1 ad carries; all depends on your support.

Vayne beats most, if not all adc 1v1
Vayne is insane late game
Vayne has more potential game-changing prowess
Vayne is a much harder target to focus than most adc

list goes on.

Vayne is tier 1.

I was under the impression that Vayne loses to Lucian, Jinx, Sivir and I think Draven too, but I could be wrong. Also against Cait, and they all compose the tier 1 and 2 ADC's.
