Builds / Guides in other languages are allowed and encouraged. You should just understand you may not get as many votes since less people will be able to read your build.
Some people get confused and think that it's against the rules but it is not. Some people might downvote your guide because it's not in their language but sadly people just don't understand the value of guides in other languages.
Good question I hope this will inform more people that this is not against the rules. :)
You're more than free! I do suggest doing two things if you choose to do this however:
1. Set your guide as Comment to Vote only. This stops trolls from downvoting simply because they cannot understand your guide, and forces feedback.
2. In your title, be sure to include a note that the guide is in another language, i.e. if I were writing a guide about Kennen in Spanish, I could title it: "Kennen: Electroshock Therapy {Espanol}". Just makes it easier on people that way.
I think the Q&A on the front page is quite dumb atm :/ It should only show the latest asked questions and you should be able to get to the general Q&A page from the frontpage (easily).
