The benefits with Redemption is that Olaf doesn't mind the health and regen while his team gets lots of utility in team fights. In turn he loses good combat stats. The trade-off is your team benefits from the healing and mitigation Olaf can provide.
How this applies: Redemption Olaf is less valuable in solo queue unless you can trust your team-mates. A couple ways you can gauge this is if your allies rotate to scuttle and jungle skirmishes, your team is superior during mid-game team fights, or you're behind in general.
I think most times you'd skip Redemption and unless you can look for situational circumstances. You'd have to change your play-style; for example you can't look for 1v1 fights and you'd have to play around your carries/fed players.
