If it is used consistently in pro play, I am pretty sure it is worth it. What I understand from pro players they want it for tanky stats and cdr for xin.

Well im thinking of building it actually i just realized how good it can be. Plus gives alot stats i want on champs like olaf and xin. Not sure how effective it in solo que.

actually 3 items are really good :
- Runic Bulwark if my support isnt building it , i build this in almost every top laner and jungler
- Locket of the Iron Solari in tanky champions cdr dependant like Vi
- Spirit Visage best magic resist item after bulwark, nice stats and great passive for Hecarim Dr. Mundo Xin Zhao maybe Vladimir
