He'll need some big time buffs to make him viable for play. Udyr needed a TON of movespeed buffs to make him viable. Riot had to buff his passive and his E in order for him to seem viable.
Since skarner doesn't have any pre-6 hard CC, his movespeed will need to be spectacular if riot wants skarner to successfully pull of pre-6 ganks

His ult is a gamechanging ability though.
If they want to buff his movement speed, they got to nerf the ultimate imo.

I suppose. It's just that outcome of some games are determined before the jungler can hit level 6. That's the reason junglers like warwick aren't in flavor atm

It used to pull people back to him if they flashed or used a gap closer. In S3 this was nerfed and it really hurt Skarner. Before that there were the mana cost and W nerfs but the nerf to his ult was the final nail in the coffin of this once unstoppable S2 jungler.
Relentless also indirectly nerfed his ganks. Plus, he really doesn't seem to like the S3 jungle as well as S3 items. Right now high HP is still the name of the game, back in S3 resistances were much more powerful; Skarner benefits more from the latter.
Right now, I'd even say that Warwick is more powerful than Skarner.

The changes right now are as follows.
Q now gives an AS buff that stacks up on each successful Q hit up to 3 times.
W shield increased and cooldown lowered. It has a small ramp up time of 3 seconds, as well as a larger speed boost overall.
E is now an "on next hit" buff that does damage in a line behind the target, much like Vi's Relentless Force, and applies a mark. Doing damage to the marked target will apply a decaying slow for a couple seconds.
Ult is exactly the same.

-Hopefully removing permaslow by making the slow only occur on every other Q instead of all Qs after the first. To balance the loss in slow duration here, I want to make it a much stronger slow that decays over time but leaves gaps for people to counterplay. Hopefully this will be fun for skarner players too because they can now make some smart decisions when they want to use the new more powerful Q slow.
W
-Increase the movespeed buff so that it is closer to other similar champs like Udyr and Volibear
-Possibly make the movespeed ramp up over time so its not too powerful of an escape "get out of jail free" ability
-Lower cooldown back to 14s from 18s like it was a few patches ago
-Strengthen the shield amount/AP ratios (to compensate for the loss of heal from E)
-Remove attack speed from the W buff
E
-Instead of the heal, proccing the E mark on targets will now give skarner his attack speed buff
-Increase total damage, but split it up so that only some is up front and the rest happens when you proc the mark
-Reduce mana cost
-Look into better usability (faster projectile, faster cast, etc) may be one or all of these
R
-Fix more edge cases so that the R will reliably go off on targets once it has been cast
