Introduction
Hello I'm Chease and I'm proud abuser of Rell
Runes
Inspiration
Why Glacial Augment? Simply any type of movement disruption is broken in league so slow from Glacial Augment is turbo strong, also enemies slowed by it deal reduced damage (15%) to your teammates (not you tho).
Hextech Flashtraption Flash is op solo and the ability to get another one on a shorter cd is pretty strong. Also, you can find flanks and sneaky engage by using [Hextech flashtraption
Magical Footwear Just don't touch it. Rell needs her boots rushed ASAP.
Perfect Timing Its okay but u give up Hextech Flashtraption so I wouldn't reocmmend it.
Future's Market It's good if you don't have good backs. Other wise it's a waste really.
Minion Dematerializer Good into range matchups to secure Cannon Minions. It's good to secure cannon and then all in.
Biscuit Delivery It's good if you struggle with mana or you know you will be losing a lot of hp in lane.
Resolve
Aftershock It's okay but I simply prefer Glacial Augment. But still it doesn't mean its a bad rune. It trades slow from Glacial Augment for more damage reduction on yourself and more damage.
Demolish It's okay BUT there are better team-focused and tank-focused runes in Resolve tree
Font of Life Very good rune. Can make a difference on lane and in later fights.
Shield Bash Gives you some damage while shielded but in my opionion its not worth. I'd rather take Font of Life and help my team sustain in fights and in lane.
Conditioning Good scaling rune. You can take it into turbo-easy/free lanes.
Second Wind Good into poke matchups.
Bone Plating Generally very good rune. You can take it into anymatch and find good value from it, especially into all in lanes and burst champions.
Overgrowth It's not the best but it scales well.
Revitalize It's okay but you don't really shield or heal that much to consider taking it.
Unflinching Generaly the best choice. Tenacity on melee champions is very valuable. But remember to change it if enemy team has no cc or has only supress or knock ups since tenacity doesn't work on them.
Rune Shards
go for +8 Ability haste always
For resists go accordingly for what you need on lane + look at enemy JG dmg type
Health scales the best after level 9 but if you prefer you can take double resits.
Items
Rell is so broken that IF you finish Evenshroud and Knight's Vow game is most likely finished
BOOTS
Boots First of all rush tier 2 boots. But which ones?
Plated Steelcaps Into mostly AD/AA-based champs
Mercury's Treads Into CC-heavy team comps
Boots of Swiftness generally the best boots, especially good into mobile teams.
Ionian Boots of Lucidity Build them if you will team fight A lot and Plated Steelcaps or Mercury's Treads aren't needed
MYTHIC ITEMS
Evenshroud Good mythic item to increase damage of your team. Also good default item for Rell.
Locket of the Iron Solari good item into team that have a lot of burst and you want to keep your team alive.
Shurelya's Battlesong not the best item but it's still okay. Build it if your team needs that movment speed to catch enemies.
Radiant Virtue good team fighting option for a mythic item. Can be especialy good if fights take longer.
LEGENDARY ITEMS
Knight's Vow Give it to the most feed carry in your team and just tank for them and hope they will damage to heal you.
Zeke's Convergence I personally don't like the item. It can increase damage of one of your allies but I just don't think it's worth.
Redemption Very good item for teamfights.
Vigilant Wardstone I mean if you need that pinkwards its strong.
Abyssal Mask good option if enemies have a lot of magic damage. Also it reduces magic ressist of enemies making your team deal more damage.
Anathema's Chains good item if enemy team has one strong feed carry.
Sunfire Aegis Good item for jungle rell but really for support.
Thornmail grievous wounds are good but I just HATE this item. Its not good into AP healing champions. Enemies need to AA you to proc it. Its just bad item (Riot bring back on CC proc thx).
Frozen Heart good item into a lot close range auto attackers.
Force of Nature good ap resist but build it only if you need that movment speed. If not just build [Abyssal mask]].
Dead Man's Plate good item if you need movment speed and armor.
Warmog's Armor its a option when facing poke team comps or you have enough resists to justyfiy building a lot of hp.
Randuin's Omen Good into Auto Attack and Crit based team comps.
Gargoyle Stoneplate good if you need both resists but build some hevy HP items to justify it. Other wise just go 2 diffrent ressist items.
Zhonya's Hourglass Very good item for stalling in team fights.
Stopwatch Just turbo broken item in general. Enables you to stall some time/confuse enemies.
Other items are strictly dependent on the game and IF you will have enough gold to build them.

How do I play Rell?
Rell is still a SUPPORT CHAMPION so you should do the same things as other supports.
Remember to abuse LVL 2 on bot. If you can get it first and all in, then you probably burn summoners of enemy bot or kill them.
WARDING is your job and you should do it. Set up vision before objectives or around places enemies could threten your team.
For ROAMING remember that first of all you should crash the wave into enemy tower with your adc ONLY then you should roam (OFC there are times where you should roam at other times). If there is no opportunity to roam or you don't have hp/mana or have gold to spend, then just back. Remember that roaming doesn't mean going mid and killing enemies. Roaming can also mean going into places to set up vision for you and your team.

Terrorist gameplan is simple:
1. Take smite,
2. Start any jg item,
3. Go to enemy jg (opposite of what he's starting),
4. Solo his wolves/raptors,
5. LVL 2 do his blue/red,
6. Back sell JG item and buy Support item,
7. Go back bot,
8. At random times go to enemy jg and still his camps.
