The most important thing about this build you need to know is the sinergy between mana and CDR items, as the more mana and CDR you have the more ap you will get.
If played correctly you will be able to one shot champions the same way you did with a full ap build while being extremely tanky and full of resources to help your team.
STANDARD PAGE

SORCERY:
-ARCANE COMET for good poke;
-MANA FLOW BAND will end your mana problems early game ;
-TRANSCENDENCE for CDR stacking wich will give you ALOT of ap;
-GATHERING STORM to get more ap troughout the game.
INSPIRATION:
-FUTURE'S MARKET since it is a cheap build lets make it even cheaper with this rune (backing earlier to get your items);
-COSMIC INSIGHT for extra CDR on spells and summoner spells.
-Flash a must have for veigar;
-Teleport good for roaming and to have an advantage gaetting back to lane;
-Barrier vs hard matchups some extra safety is always good (if soraka or sona on team);
-Heal vs hard matchups some extra safety is always good (if no soraka or sona on team);
-Ignite good with this build because lack of damage early game;
-Ghost is not needed since we are not using the rune celerety and also because we are build rigtheous glory or in the late game you can sell your boots and buy shurelya's reverie.
-Teleport good for roaming and to have an advantage gaetting back to lane;
-Barrier vs hard matchups some extra safety is always good (if soraka or sona on team);
-Heal vs hard matchups some extra safety is always good (if no soraka or sona on team);
-Ignite good with this build because lack of damage early game;

-I highly recommend to follow my build order, but if you feel like carrying the game or if you are REALLY ahead you can rush Deathcap (third or fourth item) for a bigger power spike earlier in the game;
-Back early and buy your tear so you can start stacking it, the sooner the better (thanks to FUTURE'S MARKET you can do it even earlier) then TP back to lane.
-I always max W second for higher dmg but you can do as you prefer (W or E), in some matchups I would max E and another ones W so I leave that one up to you.
